Instructions
1Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper.
2In a large bowl, whisk together the sifted flour, baking powder, baking soda, and salt.
3Add the cold, cubed butter to the flour mixture. Use a pastry cutter or your fingertips to work the butter into the flour until the mixture resembles coarse crumbs.
4Stir in the shredded cheddar cheese and chopped chives until evenly distributed.
5Make a well in the center of the dry ingredients and pour in the cold buttermilk. Gently stir until the dough just comes together. Do not overmix.
